Create Groups by distance

The best way to have an aliance organized is to have the many wing's player's organized by proximity.
What i propose is to create a tool where we could type the coordinates and ask the tool to search our allies near that coordinate.
You could put an option to settle, 50 distance, 100, 150, etc.
And another option that could check only players with more than 1, 2, 3 or more villages in that distance that we've selected.
I tried to explain the best i could, sorry if my english is not very well writen.

we have tried many different algorithm to divide players by distance but there are too many errors and too many variables.
The current algoritm is based on the number of groups but it consider the most nearest villages.
Untill we find a new algorithm this will be the only way to generate groups, if someone can provide us any idea we will be happy.
